I like it as a 1 of. Can be a real game breaker in the right spot after turn 5. Like drop it, activate Logan kill ally. Or right when elad weenies start falling you basically flip the advantage.

I think the card is fine as it is. It's useful for certain builds and probably works better for Boris and Logan as they can make use of their abilities in most cases to heal up.
For Amber, I find that Rampage can sometimes help against players who use allies to wear down your weapons. It works pretty well with my Amber deck going against Eladwen as the ping damage from Kris is now negated and will actually help heal me instead. And as mentioned, it also limits their playing of allies. It helps as well when you've crippled some of their allies early on and you use rampage on T4. Then when they Nova on T5, you still get healed for the crippled allies that die.
