@Gondorian: yes but my point is that what you describe is the process that triggers a combat phase... and the word "attack" on the card can be understood either as that instantaneous triggering...
No I've never played other TCGs. But anyway, "another effect that explicitly negates attack" could very well be being frozen (card says you cannot attack... at which stage of the attack process this...
