WoW TCG boosters always contain 1 Hero card. MTG boosters always contain 1 land card. It's not unusual.
Also, it makes booster drafting possible without having to have a stack of heroes on the side....

Give the game some time to grow. I think the trap concept is wonderful and by the time our card pool passes 1000 cards or so, I'm sure you'll have a much less easy time playing around those face-down...
