That is true. However, I believe that A1 Otto7 did make final 8 in WC with a 3/3 split. I would have to check to be sure.

I would maybe want to change the 4/2 you have of IGG/Hit List to 3/3. This way you have a better chance of having Hit List for your turn 2 play and 1 less...
