This is a really good idea! Specially because each hero has its own difficulty in a way. This would encourage people to play the more difficult heroes too

My suggestions:
Smuggle (Rogue ability): (4) The next card you cast will not cost any resources.
Finish Him! (Rogue ability): (3) Target receives...

If you get lucky and get the cards you need for your deck ... like an epic weapon/armor and good uncommons then booster. But if you plan to turn them in for gold then starter.

That would be a third turn if the next card could only be casted with a minimum x unused resources, but it can be still easily countered with retreat and many other 2 cost cards.

Just had a match with InDaHole, he quit after 5-10 mins of gameplay without loosing any of his 508 rating when I'm just rank 407. It would be nice to eliminate this for the next patch Kyle.
