I have Rust Weevil. They have Golden Katar with 1 durability remaining. My Rust Weevil attacks, and is damaged by Golden Katar. It remains at 1 durability.

Is this working as intended?

The card is imbalanced as is. It makes it easy to take control of the field, and the 'flipside' has little to no negative effect. Control the field, win the game.
