[4.2] Victor's Quiver Banebow

Krugals have been hurt pretty badly with nerfs, so here is an attempt to revive them. Double Back is much more reliable when not needing to worry about the opponent playing hunter allies, and also serves as an easy way to get a hunter ability in the grave for Victor's Quiver.
