Are those the decks Kickstarters got loaded w the new hero'? Can't be, can it?

I think it's because 14 *different* cards have been exclusively foiled. But there are 22 exclusive foils in total included in the decks (some are multiples).

come with 2 shattered fate legendary hero

legendary mean you can find them in booster packs
but with little chance.
